The process of establishing the Assembly of Kosovo, more specifically, yesterday’s attempt to elect the Speaker resulted unsuccessful. Moreover, indications from the Assembly podium were given that political parties not only lack the political will to narrow the gap between their stances thus end the current crisis but may further polarize the political scene of the country.
Political parties and elected members are not observing the Constitution and the will of citizens in establishing state institutions. Frivolous approach of Kosovan political class, inaction and delays in fulfilling their constitutional obligations puts the country in a political and institutional crisis. Continuous failure to establish the Assembly is blocking the process of establishing the government and other independent institutions that report to the parliament.
Despite setbacks in establishing the institutions, political parties should find a consensus and avoid current blocking practices. Calling new parliamentary elections without exhausting all the legal remedies to overcome this situation, especially without a substantial electoral reform and constitutional amendments is not an option.
June 11 elections were held in a democratic atmosphere, respecting the national and international standards and neither the process nor for the results were contested by any of the political parties. The citizens of the Republic of Kosovo gave their verdict and it is a constitutional obligation of the political parties and elected members to obey the citizens will.
Taking into account the current political situation, KDI requests that:
1. President of the Republic of Kosovo plays a more active role in exercising his constitutional competences and contribute to establishing the Assembly and put an end to political crisis.
2. Coalition PAN should exercise their constitutional right to propose a candidate for the Speaker of the Assembly.
3. In case of failure to secure the majority for the candidate proposed by coalition PAN, political parties should consider the proposal of another candidate for the Speaker of the Assembly.
