KDI demands from MPS accountability in exercising their mandate

Kosovo Democratic Institute (KDI) considers the dynamics of the Assembly extremely low and inconsistent with the responsibilities of this institution to address laws, to supervise the work of the executive brand and independent agencies, and to represent its citizens.

The boycott of the Assembly proceedings by the opposition political parties and the irresponsibility of some of the MPs of the ruling coalition, besides fading in general the parliamentary debate, it has also negatively affected the functioning of the Assembly itself. The intensity of plenary sessions has significantly reduced. By comparison, in May 2015 10 sessions were held, and in May of this year, so far only two sessions have been held.

 

Despite the fact that the ruling coalition in the Assembly has 80 deputies or 2/3, the lack of the necessary quorum of 61 MPs is the reason of not holding of some plenary sessions. There was lack of quorum caused to fail yesterday’s session. The session had started proceedings with the presence of only 53 MPs, without a quorum to make decisions, and it was interrupted when the hall had only 56 MPs. KDI notes that in different voting points on the agenda participated 75 MPs, which means that 19 of them did not say until the end of the session. Comparing the lists of the last voting, with the last presence in the hall (14:03), the deputies who did not stay until the end of the session in the date: 18.05.2015 are:

Whereas, other 44 MPs are not presented in the session (including the opposition and expelled MPs of PDK whom aren't replaced yet).

The difficulty to reach a quorum in regarding parliamentary committees as well, where only in the spring session, 13 committee meetings failed to be held. The phenomenon that often happens where committee meetings start without a quorum, the present members review the agenda items, then they call other MPs, through the phone to come and vote, this way the MPs move from one to another committee to vote as many reports as they can, most of which without examination.

Superficial examination of performance reports and financial institutions that give account only parliament, produces irreparable damage. If budget mismanagement or misuse of these institutions is not treat seriously and in a timely manner, it risks recurrence in subsequent years.

 

 KDI requests from Members of Parliament and from parliamentary groups to exercise with responsibly the received mandate. The elect should participate in the hearing and to develop constructive debate, to exercise effective supervision over state institutions and to represent the interests of citizens.
