Information and IT municipal officers participate at the re-designing process of municipal web pages which will increase the transparency standards

08.07.2016

Institutions at local level continue to unfulfill the minimal transparency standards which are required by the actual legislation. One of the problems remains the lack of webpage decentralization and non creation of technical conditions by central level in order for the municipalities to easily maneuver with their web pages.

Based on KDI initiative and in cooperation with Ministry of Local Governance and Administration, municipal IT and Information officers, a roundtable was held on “Decentralization and modalities for enriching the municipal web pages with additional data”.

A solid step has been taken regarding this issue, which is the creation of working group by MLGA in order to identify the needs of municipalities while the webpage re-designinging process is taking place. In addition, the implementation of such project is being supported by DEMOS. MLGA called for utilizing the input and reccomendations deriving from this roundtable, now that the selected company is already in the process of re-designing the municipal web pages.

A key requirement was to provide more authority to municipalities to maneuver with webpages, i.e. connect them with social media, adjust domain, enable calendar and alphabetic sorting and automatic standardization of text and photos, functionalize search engine etc

Moreover the discussions tackled issues of webpages including the neecessary links to documents that should be public according to the law and also adding more statistical data that are relevant or helpful in creating policies for local economic development. The experiences of Municipalities of Prishtina and Gjakova were taken as an example on how municipalities can provide for such valuable information.
