Government’s transparency in public procurement shows no progress

Kosova Democratic Institute presented the annual transparency index in public procurement for the Government Institutions through a roundtable. Artan Canhasi from KDI, stated that “There hasn’t been any positive trend of increased transparency with regard to published public procurement documents by the Cabinet. We hope that electronic procurement will improve this situation”.

On the other hand, Burim Ejupi from INDEP, said that “Government transparency is high on minor issues, while it is very low on major issues such as that of the highway or power plant.

The Ministry of Justice leads as the most transparent ministry, in terms of the budget transparency, as it offers weekly expenditure reports. While the Ministry of Finance leads with regard to the publishing of contract notices. KDI recommends other ministries, to follow the example of the latter.

With a generally inadequate state budget, efficiency and transparency in the expenditure of every cent of the public money and its return to the public good is essential.

Transparency Index is a measuring product through which KDI aims to make the government institutions more transparent in the expenditure of public money and measure its progress every year.
