Poll on the dialogue between Kosovo and Serbia, its future and how agreements reached such as telecommunications agreement or agreement on the establishment of the Association of Serb-majority municipalities, has produced some important facts. Results of this research has revealed that half of Kosovo citizens are not informed about the content of the agreement on dialing code (+383). Moreover, a significant percentage of citizens do not know which country, Kosovo or Serbia, benefits more from this agreement. Only 27% of respondents think that Kosovo is a party that benefits from this agreement. The survey reveals that citizens of Kosovo are undecided about the competences that will be the Association of Serb-majority municipalities (ASK) will have. Some respondents (32%) say that they are aware about the competences of this mechanism. Most of the respondents consider that this Association will be a mechanism with executive powers. Moreover, the vast majority of citizens of the Republic of Kosovo (52%) believe that dialogue between Kosovo and Serbia in the future should be guided by a comprehensive coalition of political parties. About 25% of them believe that the Government must lead this process in the future, while only 8% think that this process should be led by the Presidency. As for the topics that should be discussed in the dialogue Kosovo – Serbia, from the perspective of citizens the most important topics are: missing persons, war crimes and reparations, the Pension Fund, Kosovo's membership in international organizations and the general recognition of Kosovo by Serbia. KDI recommends that the Government should actively engage the Parliament and the citizens in the process of Kosovo-Serbia dialogue, in order to make it more transparent, to inform citizens about the fair and timely content, effects of the agreements reached and to make all the agreements reached public. Institutions of Republic of Kosovo, namely the Government and Parliament should engage in forums and public discussions with all citizens of the country to make a transparent and inclusive process the establishment of the Association / Community of Serb majority municipalities, by discussing on details the competences which this mechanism is expected to have. Moreover, KDI estimates that the format of participation of Kosovo in the dialogue between Kosovo and Serbia should be subject of constructive discussions between all political parties in the country and it should result with a broad political consensus on strategy and team that could represent Kosovo on the dialogue as well as to agree on the content of topics that will be addressed in the framework of this dialogue. This survey is part of KDI's mission to promote accountability and democracy through project funded by the Federal Department of Foreign Affairs of Switzerland on strengthening parliamentary oversight of the executive and increasing citizen participation in the dialogue between Kosovo Serbia.
