The Kosovo Democratic Institute (KDI) is attentively following developments in the framework of the dialogue between Kosovo and Serbia, a process facilitated by the European Union.
After Sunday’s meeting in Brussels between the presidents of Kosovo and Serbia, the head of state of Kosovo, Hashim Thaçi should address the Assembly of the Republic of Kosovo and inform the MPs about the content of the talks and the further steps of this process agreed upon at the meeting held.
The process of the dialogue continues to be non-transparent. It is still unclear what will be the final stage of the dialogue, which topics will be discussed, what is expected to be achieved and above all how the political inclusiveness and the constitutional mandate of the institutions will be guaranteed.
KDI considers it vital for the country to ensure political inclusiveness in the final stage of dialogue.
State institutions should fulfil their constitutional obligations and respect communication within institutional competences, with the sole purpose of protecting the state’s interest and not to undermine it.
KDI stands behind its public demand to the Assembly of the Republic of Kosovo on 29 May 2018 to convene an extraordinary session to discuss the new phase of the dialogue. The Assembly of Kosovo since its constitution has not held any session to discuss the future of the Kosovo-Serbia dialogue. The Assembly has no time to waste and should adopt a resolution for the future of this process.
Kosovo Assembly should take responsibility in this process by defining the expectations and red lines of the state of Kosovo which should not undermine the territorial integrity of Kosovo and the functioning of the unitary system and guaranteeing the representation of the state of Kosovo in the international arena as equal to other states. Kosovo institutions should not allow to continue the dialogue with Serbia without reaching a political consensus and without a state platform.
The KDI also calls on political parties to engage in this process by playing a more constructive and responsible role and leaving aside daily politics and political calculations.
