Transparometer reveals the lack of transparency in 11 municipalities of Kosovo

KDI has released findings from a transparency measuring mechanism “Municipal Transparometer” for 11 municipalities of Kosovo. The level of transparency is measured based on four pillars assessment such as Mayor's office, Municipal Assembly, municipal finances and transparency in public consultation for the Municipality of Prishtina, Gjakova, Gjilan, Decani and Gracanica for 2016 and for municipalities in the region of Prizren; Prizren, Suhareka, Malisheva, Rahovec, Dragash and Mamusha for the second half of 2016. Each of the four pillars of assessment contains a total of 11 indicators.

The results of this mechanism were published in a press conference, during which Naim Cahani by KDI announced that as far as 5 municipalities of Prishtina, Gjakova, Gjilan, Decan and Gracanica, it appears that the Municipality of Gjakova was more transparent (with 83.8 %). Next follows the Municipality of Prishtina (with 79.6%), the Municipality of Gjilan (with 75.4%), Municipality of Decani (with 60.6%) and the Municipality of Gracanica with (with 51.9%).

Regarding separately pillars of transparency of the Office of the President /  of 35 possible points assessment, Gjakova municipality is ranked the highest (by 28.0 points), then the Municipality of Prishtina (27.3 points), Municipality of Gjilan (with 26.0 points), Municipality of Decan (with 19.3 points) and the Municipality of Gracanica (13.7 points).

“Regarding the transparency of the Municipal Assembly, the most transparent turns out to be the Municipality of Gjilan (34.0 points), followed by the Municipality of Gjakova (28.7 points) Municipality of Prishtina (27.7 points), Municipality of Decan ( 25.0 points) and the Municipality of Gracanica (23.3 points)”; Cahani said.

The third pillar assessment was transparency of Municipal Finance and leads the list of Gjakova Municipality (with 30.3 points). Then is ranked Municipality of Prishtina (27.7 points), the Municipality of Gjilan (18.3 points), the Municipality of Gracanica with (17.7 points) and the Municipality of Decan (16.3 points).

The transparency of public consultation, transparent turns out to be the Municipality Gjakova (with 30.3 points), followed by Pristina Municipality (28.7 points), the Municipality of Gjilan (27.3 points), Municipality of Decan (24.3 points) and the Municipality of Gracanica (18.0 points).

Whereas the assessment of the six municipalities of Prizren region for the period (July-December 2016), it appears that the Municipality od Rahovec has been the most transparent Municipality from six municipalities measured at 79.7% .Then ranked Municipality of Malisheva (70.9% transparent), Municipality Prizren (58.5% transparent), Suhareka Municipality (68.0% transparent), the Municipality of Dragash (58.4% transparent) and the Municipality of Mamusha (29.4% transparent).

“In the second half of 2016, the order of municipalities for the best performance in transparency Office of the President of 35 possible points, appears to be the Municipality of Rahovec (27.0 points), Municipality of Malisheva (22.0 points), the municipality of Suhareka (19.3 points), Municipality of Prizren (17.3 points), the Municipality of Dragash (15.0 points), and the Municipality of Mamusha (4.3 points)”, stressed Cahani.

Ranking of municipalities for the best performance in (Transparency/Transparometri) Municipal Assembly, appears to be as follows: The Municipality of Rahovec (31.0 points), the Municipality of Suhareka (27.3 points) Malisheva (with 26.0 points), Municipality of Prizren (with 23.0 points), the Municipality of Dragash (22.7 points) and least transparent turns out to be the Municipality of Mamusha (12.3 points).

Regarding transparency in Municipal Finance,the most transparent turns out to be the Municipality of Rahovec (32.3 points), followed by the Municipality of Suhareka (28.3 points), the Municipality of Prizren (26.3 points), the Municipality of Dragash and Malisheva (with 25.7 points) and the Municipality of Mamusha (11.3 points).

 

But the fourth pillar that evaluates transparency in Consultation with the Public, ranked Malisheva Municipality (25.3 points) as the most transparent at this point, followed by the Municipality of Rahovac (21.3 points), the Municipality of Suhareka (20.3 points), the Municipality of Dragash (18.3 points) Municipality of Prizren (15.3 points) and the Municipality of Mamusha (13.3 points).
