The constitution of the Assembly of Kosovo was accompanied by procrastination and blockades created by political parties. After nearly four months of holding early elections, the country’s top lawmaker is not yet fully functional. The parliamentary groups, aside from the division of the commissions, have not been able to propose the names of the chairmen of commissions, vice-chairmen and their members. The formation of parliamentary committees as a working body of the Assembly is a prerequisite for the functioning of this institution.
On the other hand, the Presidency of the Assembly is not engaged in accelerating this important process.
The beginning of the local elections campaign has led to political parties to be oriented in the campaign by completely bypass the work of the Assembly. Many of the MP’s of the Assembly are candidates for mayors, while others have assumed a certain role in the electoral staff of political parties. The existing situation is being adaptive to all parliamentary political parties and therefore is neglected on purpose. Due to the lack of exercise of the Assembly’s role, there have already been a lot of damage, some of which can only be remedied by a fully functioning and dynamic Assembly. Therefore, Kosovo Democratic Institute (KDI) requires from parliamentary political parties to balance their time for the electoral campaign with the duties and responsibilities in the Assembly, to make this institution functional and to work with dedication for the benefit of citizens.
