On the wait of the certification of results of parliamentary elections on October the 6/2019 and the formation of new institutions, the Kosovo Democratic Institute (KDI), today has launched, the platform of the dialogues “Assembly 2020”, amidst political and civil society representatives, to increase the debate on transparency, accountability and effectiveness of the Assembly institution.
In function of that, KDI has launched the short analysis “Overcoming the challenges of the assembly of Kosovo through the adoption of the new rules of procedure”.
According to KDI, the endorsement of the New Rules of Procedure, lays the foundation of a unique opportunity to treat the shortcomings that have followed the work of Assembly on the past years. Platform of 2020, will be in commission of the treatment of relevant topics for the audience such as: Electoral Reform, The Law of Financing the political subjects, the political subjects, The Law of Lobbying and the consensus for dialog within Kosovo and Serbia.
In the past two legislations, The Assembly has limped on organising its work, which can be reworded as faint performance of this institution.
Authority of the Assembly did not meet up regularly to appoint plenary sessions. The avoidance of the procedures provided by the New Rule of Procedure for assaying of the laws were frequent, whereas mechanisms of administration have not been practised properly.
The deputies have abstained from the pursue of the constitutional mandate, by not taking part in the séances and commission meetings as well not participating on the voting, even though they were there.

All these drawbacks engrossment and practical solution from the future deputies of the Assembly, which is expected to have 50 deputies being chosen for the first time.
The New Rule of Procedure could addressed many technical issues and increase the commitment, discipline and the effectiveness of the Assembly in law, representation and monitoring.
Alexander Chavarria from NDI, marked as important and crucial to have a New Procedure of Law. According to him, it is also important for the Assembly to ensure that the governance is transparent, accountable and responsible. Chavarria added that it should be clear that it’s been a decade since the latest Procedure of Law has been endorsed and he noted the importance of its revise so that it can be adopted to the political context of nowadays.
“New Rules of procedure” is a vital document that of course should be revised at least each mandate”, he said. He also highlighted that exists a well-consolidated document on the Assembly, and there should be no delays on the “New Rules of Procedure”.
Albulena Haxhiu- deputy at “Lëvizja Vetëvendosje” has emphasized that “The New Procedure of Law” should be on the top of the priorities of the New Assembly, in order to avoid the obstacles that have followed the former legislations.
She said that she is agreed that the latest legislation did not perform well and the responsibility falls on the Assembly headship. According to her there has been disorderly organisation of the duties in general, but in spite of that the assembly commissions have done well.
“She marked as important to happen the empowerment of the Assembly role, it?s mechanism and the role of the opposition”.
“The approach of the “New Procedure of Law should not be suppression of the opposition but it?s empowerment”, she added.
Armend Zemaj- deputy from “Lidhja Demokratike e Kosovës” said that the Assembly could not approve the “New Procedure of Law” from the third legislation and now must see how to reach political consensus about it.
Zemaj highlighted that the most important is to progress with the following democratisation of the Assembly bodies, rationalization of capacity utilization and time rationalization.
According to him the two following legislations left great deal to be desired in every aspect.
