Four months have already passed since the dissolution of the VI Legislature, of the Assembly of Kosovo, and one month since the certification of the election results, and the country is still ruled by the Government in the resignation and without oversight of the Assembly. This situation is in violation of the principle of control and balance of powers.
The convening of the constitutive session on December 26 is the first formal step towards the creations of the new institutions respectively the constitution of the Assembly and the formation of the Government of Kosovo. Kosova Democratic Institute (KDI) estimates that parliamentary political entities have had sufficient time to agree on the nominations of the President, and five Vice-Presidents of the Assembly, whose votes requires at least 61 votes in favor.
KDI calls on parliamentary political entities that in accordance with the Constitution and the will of the citizens to show responsibility and constructiveness in reaching a consensus on the formation of new institutions. Any irrational and blocking political behavior will impede the constitution of state institutions and undermine citizens’ expectations for economic development, the rule of law, welfare and dignity.
KDI recalls that the new Government of Kosovo has awaiting issues requiring immediate treatment such as budget approval for the next fiscal year, implementation of the MSA- derived reforms, and the appointment of members of independent institutions, that reports to the Assembly.
