KDI RECOMMENDS FIVE STANDARD TO INCREASE THE TRANSPARENCY OF POLITICAL SUBJECTS

Kosova Democratic Institute (KDI) held a round table discussion during which a legal analysis on political parties and transparency in the campaign was presented, which contains five standards that are required to increase the transparency and accountability of political entities towards the public.

At the opening of this roundtable, part of which were members of the Kosovo Assembly, representatives of the institutions and civil society, the executive director of KDI, Ismet Kryeziu has announced that this analysis aims to increase the transparency of political parties and is a result of exchange of experiences with Transparency International of the Czech Republic.

While Florent Spahija from KDI has spoken about the findings and recommendations of this analysis explaining the recommended standards for political entities in order to increase accountability over legal obligations. These standards relate to: the publication of the names of all members of the assembly selector; Legal Obligation; Obligating Political Entities to Open Financial Accounts; Announcing the finances of each candidate in the campaign; Publication of data also for legal entities (companies) that donate donations to the political entity, and not just the owners; Publication of calendars of all events, which will be realized by a political subject during the campaign.

He said that there should be a publication of the names of all members of the political entity’s election headquarters and the appointment and publication of the name of the financial manager for the campaign. The publication of the names of the electoral staff members (and headquarters staff in the regional branch) of the political entity and the name of the financier appointed only for the campaign would increase the transparency of the political entity in the face of the public.

Speaking of the next standard to be achieved, the legal obligation that obliges the political entity to open the financial account for election campaign expenditures, he added that the opening of the account means making it public and accessible in real time through the Central Election Commission’s portal, any other portal or portal of the political subject / candidate.

Publication of data according to Spahija should also be done for legal entities (companies) that donate donations to the political entity and not just the owners, and with this legal change the public would understand who the last owner who donated the political subject, especially in companies that have many owners, who are kept hidden.

“It is also necessary to publish the calendars of all events that will be realized by the political subject during the campaign, including events that have been organized or will be organized by the candidates without the support of the political entity,” he added.
