KDI public letter to the prime minister Kurti: provide clearance and transparency on the dialogue process with Serbia

Honorable Prime Minister Mr. Albin Kurti,

Kosova Democratic Institute (KDI) addresses this public request to provide transparency about the Kosovo-Serbia dialogue process. Vetëvendosje Movement at the time when it was in opposition, has consistently insisted that transparency and accountability to the Assembly and citizens about this process are key. Now that you are leading the Government, we expect you to adhere to these principles.

On June 15, you participated in the first meeting mediated by the European Union with the President of Serbia, where you presented 4 proposals. Neither before nor after your visit to Brussels did you report to the Assembly regarding the position of the Kosovo Government on the future of this process and more specifically regarding this meeting. It remains to be clarified in more detail your proposals presented in Brussels as well as the steps you will take as a Government within this process.

The lack of transparency is deepening even more today, when a meeting of the chief negotiator Mr. Besnik Bislimi is being held in Brussels with the Serbian side, while the Assembly and the public are not informed about this meeting, the topics that will be discussed and the position that will be presented by the Kosovo Government.

The same concerns apply to the high-level meeting, scheduled for July 25, between you and President Vucic. The closing of the process creates room for misinformation, especially given the fact that this sensitive process so far has caused political and social polarizations. Therefore, KDI invites you to address the Kosovo Assembly as soon as possible, as the highest oversight institution of foreign policy and to report on the meetings held respecting the principle of informing MPs, before and after each meeting in the framework of dialogue with Serbia. Reporting of the executive to the Assembly is a constitutional responsibility, and above all a value of responsible governance.
