Kosovo is again without substantial progress in EC report

KDI in accordance with its mission, addresses four main issues highlighted in the European Commission's report for Kosovo, which are related to the daily operations of KDI.

An analysis of this report, shows that in most of the indicators for measuring progress, Kosovo is “at an early stage”, as well sided in last year's report.

As a result, Kosovo has made substantial progress even during this reporting period.

KDI has addressed several recommendations for addressing the challenges outlined in this report on four key sectors:

 

KDI estimates that the integrity of the parties, respectively financing and financial reporting remain problematic and estimates that must be developed more powerful and coordinated supervision to the political parties and their finances. KDI such a recommendation has become even today the publication of new Transparency International in Brussels, which is required by the EC report.

 

KDI recommended to avoid institutional overlapping in fighting and preventing corruption, which causes confusion among citizens.

 

According to KDI, the lack of adequate law on Prevention of Conflict of Interest, is also repeated this year and has reached the first position in the ranking of priorities for Kosovo.

In the area of public procurement, again remains a challenge the transparency of public contracts and delays in implementation of e-procurement.

 

Regarding the work of the Assembly, KDI recommends Parliament to take all necessary measures to guarantee the function of its supervisory role to the Independent Agencies, and operational supervision and reporting mechanisms. Also it considers that Parliament should make the amendment of the Rules of Procedure which will envisage clear deadlines for regulation of accelerated procedures for the adoption of laws and ensure citizen participation in the legislative process through better organization of public hearings.

 

Regarding electoral reform, KDI invites the Republic of Kosovo institutions to utilize the expertise offered by the Venice Commission in this regard and to guarantee the participation of the opposition parties over electoral reform works.

 

While terms of the dialogue process between Kosovo and Serbia, KDI urges the Government to be more transparent in the process of implementation of the agreements and to ensure inclusiveness in this process. KDI recommends Parliament to be involved in exercising its role of monitoring the Government and to provide its contribution to this process. KDI also requires the institutions of the country, namely the Government and Parliament to clearly articulate the expected effects of the agreements reached in the lives of citizens and to ensure the participation of citizens in this process.
