KDI invites interested legal entities to submit offers for a service contract in making a documentary film on anticorruption in reference to the implementation of the project, “Institutional Integrity in Kosovo – A Triangular Study,” Project No. 002, and project, “Strengthening National Integrity System (NIS) in the Western Balkans and Turkey, and Tracking Development of Anti-Corruption Efforts,” Project No. CN 2014-339-583. The intended purpose in the making of this documentary film is to increase public awareness on the current state of corruption and its negative effects in society.
The film is foreseen to last up to 40-45 minutes and can be divided in up to five smaller versions of the documentary depending on the topic. For more information regarding the expectations of KDI, please refer to the concept note in Annex 1. The maximum budget available for this tender is 10,000 Euros for the production activities to be implemented from December 14, 2015 until January 22, 2016.
The budget will cover all costs as far as the preparations (brainstorming and screen making), production (fees for the producers, cameraman, and other costs such as transport), and postproduction (editions, video & audio post-production, translation in subtitles English, Serbian and Albanian, music and design). There may be other additional costs which will be covered under the maximum budget stated in this RFO. The documentary film is to be broadcasted in the first week of February 2016.
Participation is open to legal entities registered in the Republic of Kosovo who are engaged in production, filmmaking, multi-media and advertising – excluding public authorities. All eligible legal entities and groupings of such entities (consortia) may apply. In case you are interested in this opportunity, please provide us with an offer including the following points: the idea or concept of the documentary in 500 to 1000 words, description of the service to be provided, the start and end dates of the contract, registration certificate (business or NGO), the price (breakdown and description of costs), timetable, list of works completed and recommendation letters from past experience. In order to ensure best value for money, a review will be conducted by KDI to evaluate all complete offers received. The award will be made to the most responsive and highest evaluated bidder with the lowest price offer. The evaluation criteria is categorized in two sets of phases as in the following: First Phase: Technical Evaluation Second Phase: Price Evaluation Idea/Concept: 40% Lowest Price: 100% Delivery Time: 30% Relevant Experience: 30% Please note that 100% of the Technical Proposal weights 60% of the full procurement process and Financial Proposal weights 40% of the full procurement process.
