Municipalities transparency increases based on 44 assessed indicators

Kosova Democratic Institute (KDI) held a press conference today and disclosed the Local “Transparameter” as measuring and comparing instrument of transparency of 6 Municipalities in Prizren District (Prizren, Suharekë, Rahovec, Malishevë, Dragash and Mamushë)

Naim Cahani from KDI announced that the transparency of Municipalities has been measured by an index which contains 44 measuring indicators of local transparency which is based on 4 aspects: 1) The transparency of Mayor’s office; 2) Local Assembly’s transparency; 3) The transparency of local finances and 4) Public Consultation transparency. Each of the 4 aspects contains 11 indicators in total.

Based on the results of this index, measured in the period from January 2017 to December 2017, it’s been revealed that the Municipality of Rahovec has been the most transparent with 84.2% of transparency. The Municipality of Malisheva comes next with 77.4% of transparency, Municipality of Prizren with 67.1% of transparency, Municipality of Suhareka with 65.7% of transparency, Municipality of Dragash with 62.9% transparency and the Municipality of Mamushë with 27.8% of transparency.

Comparing to 2016, Naim Cahani declared that the Municipalities provided an improved transparency of local governance.

Whereas Gentian Kryeziu (from KDI), revealed  that the Municipality of Rahovec leads with transparency in Mayor’s office,  from the overall 35 points, The Municipality of Rahovec has been rated with 31.3 points, The Municipality of Malisheva comes next with 29.7 points, Municipality of Prizren with 20.0 points, Municipality of Suharekë with 18.7 points, Municipality of Dragash with 15.0 points and Municipality of Mamushë with 4.3 points.

According to him, The Municipality of Suhareka leads with transparency in Local Assembly, on this front from the 35 possible points, it’s been rated with 32.0 points, the Municipality of Rahovec with 31.0 points, Municipality of Dragash with 28.0 points, Municipality of Malisheva with 27.3 points, the Municipality of Prizren with 23.0 points and the Municipality of Mamusha ranks with the least transparency in this aspect with 12.0 points.

He also revealed that in the aspect of Local Finances, the Municipality of Rahovec leads with transparency on this front from the 35 possible points, this municipality has been rated with 32.3 points, followed by Municipality of Prizren with 27.7 points, Municipality of Dragash with 26.7 points, Municipality of Malisheva with 25.0 points, Municipality of Suhareka with 20.0 points and Municipality of Mamusha with 9.3 points.

Regarding to the transparency of Public Consultation, the Municipality of Malisheva leads with transparency on this front, from the 35 possible points, this municipality has been rated with 26.3 points, followed by  the Municipality of Rahovec and Prizren with 23.3 points each, Municipality of Suhareka with 21.3 points, Municipality of Dragash with 18.3 points and Municipality of Mamusha with 13.3 points.
