DiA reports that until 16:00, 32.68% of the citizens of the country or 618,010 citizens exercised their right to vote.

The irregularities in the field following the voting process from the beginning of the process starting from 07:00 until 16:00 are as follows.

· Attempts to vote more than once (double voting) with a total of 86 cases, in 14 polling stations. Municipalities with highest numbers are: Peja (36), Lipjan (30), Prizren (9).

· Family Voting was reported in 3060 cases throughout Kosovo. The municipalities with highest number of family voting are: Gjakova (770), Lipjan (446) and Peja (296).

· Since the opening of polling stations, there were 511 cases of voters that encountered difficulties to find their names on the list. The municipalities with the highest numbers are Mitrovica with 145 and Prishtina with 144 cases

The most observed irregularities:

-It was identified a case of voting assistance of more than once in the polling centre 2101B at polling station 05D in school Anton Çetta in the municipality of Skenderaj. Residents of the elders’ home were assisted by the same person to vote and this is not forbidden. At polling centre 2037 A at the polling station 01R, in the school Svjetlost in municipality of Prizren one person voted on behalf of his two girls with disabilities.

-It was reported the interruption of the voting process and this is due to the discrepancy between the number of ballots for mayor and municipal assembly. Afterwards were conducted arrests of chairpersons of polling station. Specific cases include:

· In polling centre 0802 C in polling station 01R in the school Isa Boletini in the municipality of Klina there is a difference of vote between the stack of ballots for mayor and ballots for municipal assembly which have 50 ballots. There was one extra ballot in the stack of ballots for the municipal assembly, which has caused the polling station to be closed for 30 minutes.

· The same problem has been identified at polling centre 2403A at polling station 06D at the school Edit Durham in Suhareka. There was an excess of two ballots for the municipal assembly. Also in poling centre 0401D at the polling station 03R, in school Abaz Ajeti in the municipality of Gjilan, two ballots for municipal assembly were not used.

In the polling centre 1113 B in polling station 01R, in school “Trepça” in municipality of South Mitrovica there was a discrepancy between the ballots used for mayor and ballots for municipal assembly members. Police has arrested the chairperson of polling station.

In the polling centre 1102 B in polling station 01 R in school “Migjeni” in municipality of South Mitrovica, there was a discrepancy between the ballots for the mayor and ballots for the candidates for municipal assembly. Police has arrested the chairperson of polling station.

In the polling centre 1102 X in two polling stations, in school “Abdullah Shabani” in municipality of South Mitrovica there was a discrepancy between the ballots used for mayor and ballots for municipal assembly members. Police has arrested two chairpersons of polling station.

· In the polling centre 1117 B in polling station 02D, in school “Shemsi Ahmeti” in municipality of Mitrovica, there was a discrepancy between the ballots for the mayor and ballots for the candidates for municipal assembly. Police has arrested the chairperson of polling station.

· In the polling centre 1905 E in polling station 01R in school “Shtjefën Gjeqovi” in Prishtina, the chairperson of polling station closed the polling station for 10 minutes since there was a discrepancy between the ballots for the mayor and the ballots for the candidates for municipal assembly.

-In polling station 1124B/01, in village Kaçandoll, in primary school “Bislim Hajdari”, it is reported that this polling station was not functional until 10:30 because the Voters List was missing. The chairperson was accompanied by the police, whereas another member of the polling station council has been assigned in his place. After obtaining the Final Voters List, the voting process has continued.

-Were identified three cases that were allowed to conditionally vote even though they were from other municipalities and their names were not found in the FVL of the municipality. This has occurred in polling centre 0317 E in polling station 04D in school “Hasan Prishtina” in municipality of Drenas.

-In polling centre 1918E in polling station 05 D in “Gjin Gazulli” school in Prishtina, two people were allowed to vote despite the fact that their fingers were spotted the sign of spray.

Political party propaganda was observed in several polling stations

In the polling centre 1905E in polling station 04R in school “Shtjefën Gjeqovi” in Prishtina in the voting booth was found the list by which the voters were instructed who to vote for. Whereas in the polling station 05D on the candidate list, were found instructions on who to vote for.

In the polling centre 1408D in polling station 01D in school “Nushi dhe Tefiku” in municipality of Novoberda a LDK candidate for a municipal assembly was seen distributing card for people coming in to vote.

We ask from commissioners to be vigilant until the conclusion of the counting process, and especially during the counting process.

We ask political entities to refrain from early celebrations until the announcement of official results.
