DiA: Growing voter interest observed; turnout by 17:00 stands at 38.9%
Ten hours after the opening of polling stations, increased voter interest is being observed, while the overall voting process continues to proceed calmly. According to Democracy in Action (DiA) observers, voter turnout by 17:00 stands at approximately 38.9%.
For comparison, voter turnout during the same time interval in the 9 February elections was similar, at around 39%.
The regions with the highest turnout are municipalities with a Serb majority (47%), followed by the Prishtina region, where turnout stands at 43%.
Voting at Incorrect Polling Stations
During the second part of the day, numerous cases were again reported in which voters were found at inappropriate polling stations. From the opening of polling stations until 17:00, such difficulties were reported in 70% of polling stations, while in 15% of polling stations this phenomenon was pronounced, with up to 30 cases recorded.
Assisted Voting
The trend of assisted voting observed since the morning has generally remained the same, although it has become more widespread across a greater number of polling stations. Cases of failure to record assisted voting have not been excluded and were observed in 9% of polling stations, with up to 10 cases.
Commissioners in 75% of polling stations have continued to request medical documentation from all citizens who requested to vote with assistance. Furthermore, in 55% of polling stations, assisted voting was not allowed without medical documentation, despite voters’ insistence.
Voting with Invalid Documents
By 17:00, cases of voting with expired identification documents were encountered in 30% of polling stations, with up to five cases recorded. Additionally, in 10% of polling stations there were up to four cases in which voters were identified using invalid documents.
Photographing the Ballot
Although occurring on a limited scale, violations of ballot secrecy manifested through photographing the ballot continue to appear in these elections. Photographing the ballot and making it public is presumed to be linked to vote buying, voter intimidation, and the distortion of voters’ free will.
By 17:00, a total of 21 isolated cases of ballot photographing were recorded, encountered in 3% of polling stations.
Serious Incidents
Two hours prior to the closing of polling stations, power outages were reported in at least two Voting Centres. Additionally, in one polling station it was reported that the codes on the ballots did not match.

Democracy in Action (DiA) is a domestic coalition of Kosovo non-governmental organizations for election observation. The coalition has observed all electoral processes since 2007. For the observation of the snap parliamentary elections of 28 December, DiA will rely on the Parallel Vote Tabulation (PVT) methodology. This statistically based method enables an assessment of the voting process on election day, including the counting process. PVT is applied to a randomly selected, representative sample of polling stations, meaning that the results obtained through this method are applicable at the national level. On election day, DiA has accredited 500 stationary observers, supported by 50 mobile teams and dozens of volunteers operating in the Call Center.

Pore?enja radi, izlaznost u istom vremenskom intervalu na izborima održanim 9. februara bila je sli?na, oko 39%.
Najve?u izlaznost beleže opštine sa ve?inskim srpskim stanovništvom (47%), a zatim region Prištine, gde izlaznost iznosi 43%.
Tokom drugog dela dana, ponovo je zabeležen ve?i broj slu?ajeva u kojima su se bira?i našli na neodgovaraju?im bira?kim mestima. Od otvaranja bira?kih mesta do 17:00 ?asova, ove poteško?e su prijavljene u 70% bira?kih mesta, dok je u 15% bira?kih mesta ova pojava bila izraženija, sa do 30 zabeleženih slu?ajeva.
Trend glasanja uz asistenciju, prisutan od jutarnjih ?asova, uopšteno je ostao isti, iako se proširio na ve?i broj bira?kih mesta. Zabeleženi su i slu?ajevi neevidentiranja glasanja uz asistenciju, i to u 9% bira?kih mesta, sa do 10 slu?ajeva.
?lanovi bira?kih odbora u 75% bira?kih mesta nastavili su da zahtevaju medicinsku dokumentaciju od svih gra?ana koji su tražili da glasaju uz asistenciju. Pored toga, u 55% bira?kih mesta glasanje uz asistenciju nije bilo dozvoljeno bez medicinske dokumentacije, uprkos insistiranju bira?a.
Do 17:00 ?asova, slu?ajevi glasanja sa dokumentima kojima je istekao rok važenja zabeleženi su u 30% bira?kih mesta, sa do pet slu?ajeva. Tako?e, u 10% bira?kih mesta zabeležena su do ?etiri slu?aja u kojima su bira?i identifikovani nevaže?im dokumentima.
Iako u manjem obimu, povreda tajnosti glasanja kroz fotografisanje glasa?kog listi?a i dalje se pojavljuje i na ovim izborima. Fotografisanje glasa?kog listi?a i njegovo javno objavljivanje pretpostavlja se da je povezano sa kupovinom glasa, zastrašivanjem bira?a i iskrivljavanjem njegove slobodne volje.
Do 17:00 ?asova zabeležen je ukupno 21 izolovani slu?aj fotografisanja glasa?kog listi?a, prisutan u 3% bira?kih mesta.
Dva sata pre zatvaranja bira?kih mesta, prijavljeni su prekidi u snabdevanju elektri?nom energijom u najmanje dva bira?ka centra. Tako?e, na jednom bira?kom mestu prijavljeno je da se kodovi na glasa?kim listi?ima ne podudaraju.
