DnV: Political entities spend a 1 Million Euros in their campaigns and use hate-inciting language

Democracy in Action (DnV) is monitoring the electoral campaign for the October 6th General
Elections throughout the country. A total of 72 long-term observers are in the field, monitoring
and reporting on daily basis on the processes, activities and spending of political entities
competing in elections.

Monitored Activities
In the first three days of the electoral campaign, a total of 217 activities of political entities were
monitored, the vast majority of which were public assemblies. The trend of public meetings has
continued through the three first days of the campaign, a method used by political entities to
convey their messages to a wider audience. There has not been any shortage of other ways of
campaigning, and political entities have had their door-to-door visits (11 cases), target group
meetings (in 13 cases), and have made announcements in public areas (8 cases).
In numbers, electoral activities conducted by political entities in the first three days were the
following: PDK-70 activities, LDK-33 activities, LVV-35 activities, Coalition AAK-PSD -25
activities, Serbian List-20 activities, Coalition Nisma-AKR-PD -19 activities, and 15 activities
were conducted by other entities.
Notices to MEC
According to data obtained from Municipal Election Committees (MECs), a total of 148
meetings were notified, while 40 other monitored activities were not notified as required by law.

Citizens’ participation in electoral activities
The trend of participation of citizens in electoral activities is variable. An estimated 40 thousand
citizens took part in electoral activities, while on the second day, such attendance declined to
approximately 18 thousand people. On the third day, an estimated 21 thousand people attended.
The total attendance of three days worth of electoral activities was 78.500 people present in
electoral activities.
Women participation
A declining trend has been noted for women participation in activities conducted by political
entities. In the first day, the rate of participation for women was around 25%, which declined on
the second day to 20%, while on the third, such participation went up to 21%.

For three days of campaigning, around 22 thousand women attended various activities conducted
by political entities throughout the country.

Participation of children
In three days of the campaign, an increase in children participation has been recorded, with some
730 children attending political activities in the campaign. Their participation was recorded in 56
electoral activities, and in 13 cases, such attendance was organized.
Access of disabled people
Infrastructure facilitating access for disabled persons was not provided in 33% of activities
monitored by DnV, while a total of 74 disabled persons attended. There was not a great variation
to be recorded between the first and third days in terms of attendance or areas facilitating access
for disabled persons.

Hate language
In their first three days of the campaign, political entities have used inflammatory and offensive
language against other fellow politicians competing in these elections. In such meetings, the
words “thief, evil, dark man, has stolen, criminal” were used in accusing each other. Generally,
such inflammatory language, leading to hatred, is politically grounded.
In electoral activities monitored, in 11 cases, messages conveyed during activities have contained
language that incited hatred on political grounds.
By political entities:
In activities conducted by the Coalition Nisma-AKR-PD, inflammatory language messages of a
political nature were recorded in 1 activity (Prizren), LVV in 2 activities (Prizren), LDK in 3
cases (2 cases in Gjilan and one case in Lipjan), PDK in 1 case in Lipjan and one in Han Elez,
Coalition AAK-PSD in one case in Deçan, other entities (Graçanica and Ranillug).

Public resources campaigning
The utilization of public resources has marked an increase from day one of the Election
Campaign, according to the DnV monitoring where in 20 cases, 50 official vehicles were used,
and 40 cases of civil servants attending.

By political entities:

Official Vehicles
In the activities of the Serbian List in Graçanica, three cases of utilization of official vehicles
were noted, and in 2 other events by Serbian political entities, official vehicles were used, one
case in Ranillug and the other in Shtërpce. PDK in 3 cases in Shtime, and one in Shtërpce,
Nisma-AKR-PD in 2 cases in Mitrovica South, and one each in Vushtrri and Shtime, LDK in 2

cases in Viti, Coalition AAK-PSD-PD in 3 cases in Klina, and 1 case in Junik, LVV in 1 case in
Vushtrri, all cases of use of official vehicles.

Attendance of civil servants
We have also recorded attendance of civil servants in activities conducted by PDK in 18 cases
(one case each in Mitrovica South, Han-Elez and Dragash, 4 cases in Shtime, 3 cases in Lipjan
and Skenderaj, 5 cases in Ferizaj), LDK in 6 cases (Gjilan, Podujevë, Viti, Prizren, Lipjan and
Klinë), NISMA-AKR-PD 2 cases (Mitrovica South), LVV in 3 cases (2 cases in Mitrovica South
and 1 case in Vushtrri), AAK-PSD-PD in 7 cases (3 cases in Klina, 2 cases in Gjakova and 1
case each in Pejë and Ferizaj), 3 cases by the Serbian List (in Graçanica) and another case in
Shtërpce, by another political entity.

Voter Education conducted by political entities
Voter education is amongst elements recorded in 36% of electoral activities monitored by DnV,
by almost all political entities.

Speakers in campaign
Poor women representation in electoral activities has been noted in all electoral processes in
Kosovo, regardless of constitutional and legal provisions guaranteeing gender equality. In
electoral activities monitored by DnV, the total of speakers was 798, within which, the gender
disbalance between men and women remains the same as in day one. In three days of the
electoral campaign, the speakers were men in 77% of the cases, and 23% women. Meanwhile, in
2 cases, speakers included disabled persons, respectively in Malisheva, in separate activities of
the coalition NISMA-AKR-PD and LDK.

Atmosphere in electoral activities
Generally, the atmosphere in electoral activities and events has been calm. With the exception of
a case in Prizren, where before the electoral meeting took place, PDK officials quarreled between
themselves. The situation was resolved upon an intervention by security staff, and the activity
went on calmly. Meanwhile, it has been reported that in 2 cases in the Municipality of Decan,
LVV billboards were removed or damaged.
Provision of Security
In most cases monitored, Kosovo Police provided for safety and security in electoral activities.

Media Presence
Media were not present in 133 electoral activities monitored nationally, while in those events
they did attend, they were not prevented from their free reporting.

Complaints filed with the ECAP
During the three first days of the electoral campaign, the DnV Coalition has filed with the ECAP
6 complaints against political entities for the placement of posters or billboards on public
acilities, and in one case, it filed a complaint against the Serbian List for an advertisement spot,which exerted pressure against voters to vote for such an entity. ECAP has so far issued
upholding rulings in 3 cases, and entities were fined with a total of 36 thousand Euros.

Political entities’ spending
In political entity activities in the three first days of the campaign, reports have been made of
utilization of various items (stages, sound equipment, food, drinks, lighting and lasers, chairs,
facilitators, LED lighting, pyrotechnical items, stands and photographers), promotional materials,
artistic performances and transport means.
Calculating with average market prices per each item/service, political entities are thought to
have spent an estimated 1 Million and 64 thousand Euros to conduct activities throughout the
territory of the Republic of Kosovo.

Media Monitoring
In media monitoring, respectively TV reports, reports during the first two days show that the
most coverage was taken by PDK, with 38 minutes, followed by VV with 36 min, LDK with 33
min, AAK with 25, PEK with 9, Fjala with 10, Serbian List 25, SLS 8 minutes, and the Sloboda
Coalition with 8 minutes.
While in terms of duration of promotional clips of political entities and candidates broadcast on
TV, monitoring records show that the Coalition AAK-PSD leads with 86 minutes, PDK with 42,
LDK with 25, NISMA-AKR with 14, Serbian List with 6.45 min.
From our monitoring of “livestream” clips on portals’ Facebook accounts, the lead is taken by
Coalition Nisma – AKR, with 261 minutes of ‘livestream’ from only 3 portals, PDK with 213
minutes from 6 portals, AAK-PSD with 202 min, LDK with 163 min, while VV and others do
not have them.
